How planning policy works
Northern Ireland operates a plan-led planning system. The relevant adopted local development plan is central to decisions, alongside other material considerations. The Strategic Planning Policy Statement (SPPS) sets regional policy direction. Transitional retained Planning Policy Statements may remain relevant in certain circumstances; their status depends on local plan adoption and the applicable legal framework.
Common policy topics
- Countryside housing and rural development
- Residential design, amenity and housing land
- Economic development, retail and town centres
- Built heritage and archaeology
- Transport, access and parking
- Natural heritage, flood risk and environmental effects
- Tourism and community facilities
Policy is site- and date-specific
Policy references such as PPS21 should not be assumed to govern every application indefinitely. The relevant council’s adopted plan and any transitional provisions must be verified at the date advice is given. For authoritative documents, consult the Department for Infrastructure and the applicable council planning website.
